Record the environments & promotion strategy as an ADR before building it out, so the tiers and the trunk-based/manual-promotion model are an agreed decision (the epic is open to alternatives).

Decision to capture:

Layered validation tiers: Tier 0 local/CI full-stack smoke (Molecule), Tier 1 ephemeral OpenStack staging, Tier 2 manual gated promotion + post-apply health gate.
Single main; directory-scoped environments (inventory/ + group_vars/{all,prod,staging}, shared site.yml/roles/tofu modules); not Gitflow.
Ephemeral, on-demand staging (count=0 idle) to keep cost near zero.
bitborg-web stays on ADR 0019 (same registry image, staging vars) — no pipeline fork.

Relates to ADR 0013 (local podman preview), ADR 0021 (ephemeral runners), ADR 0027 (restore drill). Motivating incident: caddy #94 outage (2026-07-18). Cite the trade-offs (ephemeral vs standing; local podman parity gaps vs cloud).
