The identity ownership decision record settles who owns each field but not what a valid value
is. Three systems each enforce their own rules, and today the union exists only as a regex in the
sign-up endpoint whose comment misdescribes it.

Add a cross-cutting design note stating the intersection rule for username, email and display name;
which system contributes each constraint and why; the pinned versions the rules were read from; and
the upgrade obligation — when either dependency is bumped, re-read the rules and update the tests.
Link it from the identity ownership decision record and from the version-pin decision record's
upgrade checklist.
