Foundation for staging: make the Ansible layout environment-aware without changing prod behaviour.

Split group_vars/all (shared) from group_vars/prod + group_vars/staging — env-specific domains, image tags, backup/off-site toggles, resource caps, secrets references.
Add a staging inventory group + host_vars (empty/inert until Tier 1 exists — mirror how the monitoring group stays empty until provisioned).
Same site.yml + roles for both envs; env is selected by inventory, not by branching.
Move the current concrete prod values into group_vars/prod so a prod apply is byte-identical (verify with --check --diff showing no changes).

Enables the ephemeral staging host and web-parity tasks below.

Deferred per ADR 0030 — Tier-1 full staging and the prod/staging env split are last-ditch/optional: documented as the target shape but built only when a real-host-only failure actually demands it (the restore-drill clone covers the irreversible-upgrade case first). Kept in Backlog; not scheduled. See bitborg-docs/decisions/0030-environments-and-promotion.md.
