Make staging prod-like in data + web without GDPR risk or ADR-0019 drift.
Data: seed minimal fixtures, or restore the latest/sanitized backup into staging by reusing the restore-drill path (ADR 0027) — no real user PII on a lower-trust host (scrub or use synthetic accounts).
bitborg-web parity (no drift): staging pulls the same
bitborg-webregistry image (ADR 0019 pull-based deploy) — a staging tag orlatest— with staging DB/secrets/domain injected viagroup_vars/staging. The deploy mechanism stays a single parameterized path; staging and prod never diverge in how web is built or shipped. Verify the OIDC/Kanidm client + Cap secret plumbing works against a staging Kanidm (or a staging OAuth2 client).Depends on the environment-layering task.

Deferred per ADR 0030 — Tier-1 full staging and the prod/staging env split are last-ditch/optional: documented as the target shape but built only when a real-host-only failure actually demands it (the restore-drill clone covers the irreversible-upgrade case first).
