Full RTO never proven end-to-end

The restore drill proves forgejo (and now gitborg_web, via #122) restore + forgejo doctor, but it does not stand up the full stack (Kanidm, web, Caddy) via site.yml, and RTO is never measured.

Ask

Periodically run a full manual restore on a scratch instance (Kanidm + Postgres + web DB + a real site.yml stand-up).
Quantify RTO (bare instance → serving) against the target from the RPO/RTO issue.
