Split from #78 (the cancel path shipped in PR #176; log-export was plan-only there).

Ship CI job logs to the monitoring VM's Loki (ADR 0020): a timer/exporter walks completed Actions runs, downloads job logs via the v16 download-job-log API (PR 12666 — verify endpoint against /api/swagger), and pushes them to Loki with low-cardinality labels + a last-exported-run state file. Decouples CI-log retention from LOG_RETENTION_DAYS=30 and makes CI failures searchable next to service logs. Design detail in the #78 PR body / plan.
