Split from #78 (cancel path shipped in PR #176; this was plan-only).

Policy-aware artifact cleanup beyond the blanket ARTIFACT_RETENTION_DAYS=30: a dry-run-first timer that keeps tag/release-build artifacts and purges PR-build artifacts early (after the PR merges/closes), using the v16 list/delete artifact APIs (PR 12140). ARTIFACT_RETENTION_DAYS stays as the coarse backstop. Quota/disk relief.
