Enforce the single-account + add-ons pricing model in Forgejo/reconciler so billing can actually gate features at paid launch (single shared quota, LFS included; org and storage/runner add-ons):

Scope cut to add-ons only on 2026-09-24 (see the comment). The single paid account is already enforced through the shared quota and the reconciler.

bitborg/bitborg-infra#185: storage add-on: per-user 10 GB increments
Org add-on: grant and enforcement (tracked privately)
Add-on downgrade: 14-day grace before the add-on quota is removed

Blocks paid launch alongside the payment integration — payments without enforcement sells limits that cannot be enforced. Horizon: Next.
