The access-review-2fa.py report tripped markdownlint MD028 (blank line inside the 'admins without 2FA' blockquote), which blocked committing the first evidence report to bitborg-internal. Use a > continuation line instead of an empty line. Verified with a mock-rendered report — markdownlint clean. (The committed evidence in bitborg-internal#23 already has the manual fix.)
