DR companion to #192 (the #188 storage split): once LFS/packages/attachments live on the dedicated volume, they're archived as forgejo-storage.tar.gz (separate from the named-volume export). This teaches the restore path to bring them back:

restore-drill (restore-on-scratch.sh): unpack forgejo-storage.tar.gz, append [storage] PATH to the drill app.ini, and -v it into the forgejo doctor run so storage checks pass.
backup-verify: tar -t the storage tarball in the weekly structural check.
runbook: restore steps mention unpacking it into /srv/gitborg-lfs.

All guarded on the tarball's presence, so pre-split archives still verify/restore cleanly. This must merge before the #188 cutover (so a post-cutover drill stays green).
