Fixes #222 — the restore drill's forgejo doctor fails (exit 1) post-ADR-0031.

restore-on-scratch.sh appended the [storage] section (for #188) to a hardcoded rootful path ${VOL_MP}/gitea/conf/app.ini, which doesn't exist in the rootless layout (no gitea/ subdir). Append to ${WORK_MP}/conf/app.ini instead — the same layout-aware file the main app.ini is already written to.

Diagnosed from the manual drill (2026-07-26): restic check + restore succeeded (10.341 GiB in 8:29 — the #219/#220 lock fix working), then doctor failed at the app.ini write. This was the only remaining drill failure.

After merge + apply (--tags backup-drill), a manual drill should pass and clear BackupDrillFailed. Syntax-check, ansible-lint (production), Prettier clean.

Closes #222.
