Pins the reconcile-trigger auth shim to v0.1.2. The image is built and published.

The only runtime change since v0.1.0 is the Node base image, 24.18.0 to 24.21.0. The shim's source is unchanged. v0.1.1 was never published because its image build failed. bitborg-reconcile-trigger#47 fixed that build.

Needs an apply after merge:

./scripts/apply-reconcile.sh -- --limit bitborg-prod --tags reconciler

The shim restarts in a few seconds. A webhook arriving in that window is picked up by the 5-minute reconciler timer instead.

Also ignores a local direnv .envrc, so a per-developer environment file cannot be committed by accident.
