Pin the billing service image to v0.3.0 (was v0.2.1).

The new image reconciles provider payments that left no local record, persists orphans, and logs the summary line that BillingReconcileManualReview (#512) matches. It adds one database migration, applied at container start.

Apply

billing_enabled is false, so the dry run is expected to show no billing change on the host. The image is staged for when billing is enabled (#496). Applied together with the monitoring tag for #512.

Pinned by hand rather than waiting for the scheduled Renovate run.
