Pin the billing service image to v0.3.1 (was v0.3.0). The new image counts only a succeeded charge as settled when reconciling provider payments, so a paid payment with a failed local charge is flagged for review instead of being skipped.

billing_enabled is false, so this changes nothing on the host until billing is enabled (#496). It can ride along with the next apply.
