Bumps the version to 0.1.1 ahead of tagging v0.1.1.

The only runtime change since v0.1.0 is the Node base image, 24.18.0 to 24.21.0. src/ is unchanged and there are no runtime dependencies. The rest is CI, lint and docs.

After merge:

  1. Tag the merge commit v0.1.1 and push the tag. release.yml builds and pushes the image.
  2. Bump bitborg_reconcile_shim_image_tag to v0.1.1 in bitborg-infra.
  3. Apply with --tags reconciler.
