Accepted after a grilling pass on the draft. Records the phased strategy from the 2026-07-18 incidents (#94 exec-crash, #96 metric-mode).

Decisions (post-grill)

  • Trunk-based, single main, branch-protected on CI-green (Tier-0 must pass to merge); review soft (solo operator). Directory-scoped environments, not Gitflow.
  • Tier 0 CI smoke — shipped (bitborg-infra#104).
  • Tier 2 post-apply health gate — build now (bitborg-infra#107): fixed host-scoped core-liveness (core containers active + public endpoints serve + node_textfile_scrape_error==0), halt + alert, fix-forward (no auto-rollback), excludes standing monitoring alerts.
  • Tier 1 ephemeral staging + the group_vars/inventory split — deferred/last-ditch (bitborg-infra#103/#105/#106): documented as the target shape, built only if a real-host-only failure demands it (may never be needed).
  • One hard rule: major Postgres/Forgejo (irreversible-forward) upgrades must be rehearsed first — restore-drill clone (ADR 0027) is the first-choice vehicle before full staging.

Near-term effect

Only bitborg-infra#107 is built now; #103/#105/#106 defer. Epic bitborg-docs#37 re-scoped to match.
