ADR 0010 said the portal auto-detects English via Accept-Language with a cookie-backed switcher. Neither exists.

Verified against bitborg-web:

astro.config.mjs sets defaultLocale: "sv", locales: ["sv", "en"], routing.redirectToDefaultLocale: false. No detection config.
src/middleware.ts reads the auth session and sets cache headers. No locale logic.
No Accept-Language, navigator.language or locale cookie anywhere under src/.
src/components/language-switcher.astro renders static links to the sibling-locale path. No client script, no cookie.

The i18n paragraph now describes static locale-prefixed routing plus the in-page switcher.

Corrected in place rather than amended. The amendment convention here records a decision that changed after it was made. This sentence describes a mechanism that was never built, so there is no decision change to keep visible.

The Forgejo LANGS sentence is Forgejo's own behaviour and is untouched.
