Follow-up correction to #32 after a live incident (2026-07-17 ~21:00Z): applying [quota.default] TOTAL = 0 broke ALL users — Forgejo 16 evaluates the default restrictively for everyone, not only group-less users as v15 did (the ADR 0017 assumption). Reverted on prod; the ADR 0029 text and the signup diagram note now say the default stays -1 and the JIT window is bounded by reconciler cadence instead (bitborg-infra#85 tracks tightening it).
