Final #184 checklist item: the runbook still described the old lfs-basic/pro/xl two-rule tiers. Update the Entitlement reconciler section + the verification step to the shipped model — single paid group, one size:all = 10 GiB rule (LFS included), participant = size:all 0, legacy tiers collapsed/purged. Docs only. Relates bitborg-infra#184 (enforcement live via #187).
