The v0.1.1 release build failed at pnpm install:

[ERR_PNPM_IGNORED_BUILDS] Ignored build scripts: lefthook@2.1.14

The build stage copied package.json and pnpm-lock.yaml but not pnpm-workspace.yaml, so pnpm never saw allowBuilds: lefthook: true. lefthook became a devDependency after v0.1.0, so this is the first release to hit it.

This copies pnpm-workspace.yaml into the build stage and bumps the version to 0.1.2. v0.1.1 stays as a tag with no image.

Tested locally with podman build: it passes with the fix and fails at the same step without it.

After merge: tag v0.1.2, bump bitborg_reconcile_shim_image_tag in bitborg-infra, apply with --tags reconciler.

Without it the build never sees allowBuilds, and pnpm 11 fails the install on lefthook's ignored
postinstall (ERR_PNPM_IGNORED_BUILDS). The v0.1.1 release build failed on exactly this. Bumps to
0.1.2 so the fixed image ships under a fresh tag.
