Close the sovereignty exception and strengthen restore guarantees.

Off-site S3 now has two destinations — Glesys (Swedish, Falkenberg) as the primary and Hetzner (interim EU, ADR 0011) as secondary redundancy — with weekly automated restore drills (ADR 0027) proving recoverability.

Horizon: Shipped (2026-07-17). The Bahnhof S3 migration of the secondary tier (gitborg/gitborg-infra#39) was spun out as a standalone task — it is externally gated on Bahnhof's S3 offering and no longer blocks this epic.
